David A. Testone
TP Medical works in collaboration with David to provide specialized billing and credentialing services for providers treating injured federal workers through OWCP.
David Testone has been an educator and insurance professional throughout his career. He earned a Bachelor's Degree and a Master's Degree from the University of Notre Dame. Approximately 20 years ago he left teaching and returned to the insurance industry, first as a District Claims Representative for Mutual of Omaha in Detroit, then as an insurance billing consultant at a law firm in New York, where he was introduced to the U.S. Department of Labor's Federal Workers' Compensation billing procedures.
He is now an independent biller specializing in DOL Federal Workers' Compensation billing for chiropractors. His first client was a chiropractor in Staten Island, New York. He has spoken at several District meetings of chiropractors in the New York metropolitan area and has had an article about DOL billing published in the New York State Chiropractic Association's newsletter, “On the Agenda.” He is sponsored by Data Claim.
David appeared on the ChiroSphere podcast (Episode 61, March 2, 2026), where he explained how Federal Workers' Comp (U.S. Department of Labor) is separate from Medicare with its own fee schedule, fast processing, simple authorizations, and documentation workflow — including how to credential at no cost, check case-approved DX/CPT codes in the portal, pre-authorize up to six months, and bill correctly.
